Covered by Google's Government documents and official services policy: hunting and fishing licenses, driver's licenses, public road access fees (tolls, congestion charges, and emissions stickers such as ULEZ and Crit'Air), vehicle registration and license plates. Listed exclusions as of September 23, 2026: road access fees in AU, BD, BR, CA, CO, IL, PE and TW; vehicle registration in BE and DE; license plates in BE, CA, DE, PK and the UK; fishing licenses in France, and a listed exclusion in Norway; driver's licenses in IL and IT, plus driving schools, lessons and training providers. The emissions-sticker category explicitly excepts vignettes and e-vignettes used across Europe, but the policy doesn't settle every vignette case, so we confirm scope with Google rather than assume it. Everyone else needs to be a government provider or an authorized provider whose domain is linked and named by the responsible government body; from October 5, 2026, contracts, business or trade licenses, registry entries and articles are not accepted as proof, the domain may promote only the authorized service, and ads must target only the authorized region. Certification needs Google's form plus advertiser verification. Whether a product is in scope or not, the site must not imply government affiliation and must disclose the full cost. Google's policy covers road tolls, congestion charges and emissions stickers, and it explicitly excepts European vignettes from the emissions-sticker category, but it doesn't settle every case. We confirm scope with Google before any campaign, and your site still has to show the official price separately from your fee.
